LP 07: Strategic Management, Budgeting & Performance Management (77 Credits)


Learning Programme Description

This course is designed for political executives, municipal managers and strategic executive managers and assistant strategic executive managers involved in strategic management, planning for decision-making, financial management, performance management, and policy and legislation matters in local government. This course is intended to contribute to social and economic transformation through equipping and developing abilities of municipal practitioners with skills in strategic management, financial management and performance management.

This course covers the following topics: the contribution of strategic planning process to a municipality; a pplication approaches to managing municipal income and expenditure within a multi-year framework; a pplication of the principles of budgeting within a municipality; p lanning a municipal budgeting and reporting cycle; p reparation and analysis of municipal financial reports; c onducting performance management in a municipal environment. The range of topics is specific for municipal government and includes competencies applicable to a range of organisations, including private sector organisations.


Learner Outcomes

After completion of this course learners will be able to:–

  • Participate effectively in the strategic planning process within their municipality
  • Impact on social and economic development through better planning and improved service delivery
  • Advise the municipality on efficient, effective and sustainable use of resources and revenue raising plans
  • Contribute to managing municipal income and expenditure over the medium term
  • Budget in a manner, which conforms to the legislative framework for local government
  • Explain the various approaches to budgeting within their organisation
  • Ensure the strategic objectives of their organisation are achieved
  • Contribute to the efficient allocation of resources at municipalities
  • Ensure that municipal funds are used effectively and efficiently
  • Advise on the application of local government legislative framework to municipal budgeting processes
  • Advise on the budget schedule with related events and the integration of budget processes
  • Advise on the roles and responsibilities of financial and non-financial management in the budget process
  • Select, measure, recognise, classify and report on municipal financial information
  • Contribute to municipal financial reporting
  • Implement a performance management system according to the local government legislative framework
  • Write and develop performance management concepts for performance measurement
  • Develop and identify critical areas of a performance management agreement for a performance contract
  • Identify and establish institutional arrangements required for performance management in a municipality
  • Apply performance management concepts to municipal service delivery.
