LP 05: Public Participation in Local Government (17 Credits)


Learning Programme Description

This course designed for learners working in a Ward Committee or Local Government structure, where the acquisition of skills and competence from this course will add value to their job. This course will contribute to the aspirations of individuals seeking to develop a career pathway in Local Government and administration through the application of Batho Pele principles to their own work and context; facilitation of community participation in democratic processes and structures ; and understanding of the policy and legal framework guiding the Ward Committee system and its functioning.


Learner Outcomes

After completion of this course learners will be able to:–

  • Understand and explain how the Batho Pele principles apply to their own work roles
  • Understand the application of Batho Pele principles in the public sector
  • Identify and describe successful examples of application of Batho Pele principles in public sector
  • Understand the importance of Batho Pele principles to government and effective service delivery
  • Establish the extent of participation in democratic processes and structures
  • Promote awareness of democratic processes and structures
  • Facilitate community participation in democratic processes and structures
  • Evaluate the process of awareness raising and facilitation
  • Describe and explain the notion of participatory governance at local level
  • Understand the constitutional provisions relating to local government and public participation
  • Understand the policy and legal framework that underpins local government in South Africa
  • Understand the policy and legislative framework guiding ward committee system and its functioning

Entry Requirements

Matric or equivalent, or competence in communication and experience of working in the local government.
