Learning Programme Description

This course is designed for l earners and practitioners working within a public sector environment that specialise in Public Finance Management and Administration and those that are involved in financial management, municipal policy planning processes, policy decision-making, strategic planning, budgeting and resource use where the acquisition of competence from this course will add value to one's job. This course will add value to public officials who are seeking to develop a career pathway towards becoming an accomplished public finance management and administration specialist. This course covers the following topics: application of accounting principles and procedures in the preparation of reports and decision making; application of selected GRAP (Generally Recognised Accounting Practices) to periodic accounting reporting process; applying techniques and South African statutes to cash and investment management in a municipal environment; m anagement of a municipality's assets and liabilities; a pplying risk management in South African municipalities; d esigning internal control and internal control evaluation framework; and c onducting audit planning and implementation in a municipality.


Learner Outcomes

After completion of this course learners will be able to:–

  • Understand accounting principles and reporting requirements and nature of functions in the public sector
  • Use accounting techniques and approaches to process financial information
  • Apply end of period accounting procedures in the preparation of financial statements
  • Apply procedures necessary for control over cash transactions and balances
  • Utilise procedures for reporting and recording account receivables
  • Utilise procedures for recording and reporting on liabilities in the public sector
  • Define and apply GRAP in the context of public finance and administration
  • Define a conceptual framework for accounting reporting
  • Define measurement criteria for determining financial position and performance
  • Identify financial reports and resolve discrepancies
  • Apply the requirements of municipal statutes related to cash, investment and revenue management
  • Ensure management of local government funds and understand the implications of the relevant legislation
  • Assist in the overall process of social and economic development
  • Develop and implement asset and liability management policies for municipalities
  • Apply the core concepts of risk management in a South African municipality
  • Inform policy decision and strategic decision-making processes pertaining to risk management
  • Apply and advise on all aspects of internal control and internal control evaluation while assessing risk
  • Link the role internal control systems to risk management in a municipality
  • Contribute to the oversight role of councillors and risk management in a municipality
  • Contribute to unbundling of audit reports prepared by auditing professionals

Entry Requirements

Matric or higher with competence in communication, economics, mathematical literacy and accounting. Experience of working in the local government environment will be beneficial .
