LP 11: Municipal IT and Project Management (45 Credits)


Learning Programme Description

This course is designed for l earners who are, or who seek to be employed in a municipality environment at middle to senior management level. It provides the learner with an opportunity to contribute to information management strategy formulation. The course is also designed for those working within a public sector environment where the acquisition of competence from this course will add value to one's job. This course will also add value to public officials who are seeking to develop a career pathway towards becoming an accomplished IT specialist within a municipality. This course covers the following broad topics : applying principles of computerised systems to manage data and reports relevant to the public sector administration; a pplying principles of information systems to public finance and administration; a pplying operations research principles and tools in the management of project activities and resources; m anaging information technology resources in a municipal finance environment.


Learner Outcomes

After completion of this course learners will be able to:–

  • Describe the basic elements of a computer-based information system
  • Utilise computer applications commonly found in the public sector environment
  • Identify opportunities to use the computer as a management tool
  • Monitor and control information to prevent technology risks
  • Identify and describe the elements of management information systems (MIS)
  • Utilise information technology to aid management planning
  • Assess the risk associated with information technology
  • Utilise e-commerce and e-governance to enhance work productivity
  • Understand the impact of macro-economic decisions on the economy and a business environment
  • Understand the impact of macro-economic decisions on investment strategies in a business environment
  • Use economic indicators to determine the current economic cycle and possible future directions
  • Apply trends in the economic environment to a specific financial organisation
  • Understand the financial world of public finance management and administration
  • Understand the nature and importance of debt in financing public capital projects
  • Contribute to the MIS strategy, personnel, functioning, projects and costs

Entry Requirements

Matric or equivalent or higher with competence in communication, computer and mathematical literacy. Experience of working in the local government environment will be beneficial .
