LP 10: Costing and Capital Budgeting (53 Credits)


Learning Programme Description

This course is designed for l earners who need to prepare documentation for the approval of projects of a capital nature in a municipality and use this documentation to raise finance from financial institutions in South Africa for municipal capital projects. This course is also intended for practitioners in local government who are involved in decision-making processes at operational, management and political levels where the acquisition of competence against from this course will add value to one's job. This course will also add value to public officials who are seeking to develop a career pathway towards becoming an accomplished public finance management and administration specialist. This course covers the following topics : contribution to capital planning and financing; a pplication of costing principles to municipal operational and service-based costing; c onducting working capital management activities in accordance with sound financial management policy; application of cost management information systems in the preparation of management reports.

  • Apply the cost-benefit analysis to projects undertaken by municipalities
  • Use relevant cost information in all areas of decision-making within local government
  • Determine the economic cost of the services in order to make informed decisions about service delivery
  • Analyse the apportionment of overheads to determine the full costs of providing services
  • Make decisions on the efficiency of service provision by examining and comparing costs
  • Advise on service agreements between departments to improve the costing system of the municipality
  • Use the working capital management policy applicable to the public finance management
  • Use financial information to inform working capital decisions
  • Manage accounts receivables , inventory and cash resources
  • Identify and apply different methods of accounting for costs
  • Compile costing information of management control
  • Prepare cost performance reports using variance analyses techniques
  • Present relevant data to support non-routine short-term decisions

Entry Requirements

Matric or equivalent or higher with competence in communication, economics and mathematical literacy. Experience of working in the local government environment will be beneficial .
