LP 12: Supply Chain Management (44 Credits)


Learning Programme Description

This course is intended for political executives, municipal managers and strategic executive managers and assistant strategic executive managers in local government organisations. Service delivery processes include the supply of goods and services and may include public-public and public-private-partnerships. The course is designed for those working within a public sector environment specialising in Public Finance Management, where the acquisition of competence from this course will add value to one's job. This standard will also add value to public officials who are seeking to develop a career pathway towards becoming an accomplished public finance management and administration specialist. This course covers the following topics : participation in the design and implementation of municipal supply chain management; and p lanning and implementing public-private partnerships for municipal service delivery


Learner Outcomes

After completion of this course learners will be able to:–

  • Oversee the establishment of systems for demand and planning of service delivery processes
  • Ensure value for money is obtained in the use of public funds
  • Effectively and efficiently manage fiscal and financial resources of the municipality
  • Explain the rationale for Public-Private Partnerships (PPP) and different PPP options
  • Prepare a feasibility study report showing opportunities for selected PPP options
  • Contribute to institutionalisation of the PPP processes within local government
  • Apply legal principles in the development of PPP design and implementation
  • Contribute to the monitoring compliance with regulations for selected PPP projects

Duration : 12 days


Entry Requirements

Matric or equivalent or higher with competence in communication, principles of economics, principles of commercial law and mathematical literacy. Experience of working in the local government environment will be beneficial .
